Biography

Raffy R. Luquis, Ph.D., MCHES, is a professor of Biobehavioral Health at Penn State Harrisburg, where he also serves as the Director of the School of Behavioral Sciences and Education. He is involved in Justice, Equity, Diversity, Inclusion, and Belonging (JEDI-B) initiatives at the Penn State Clinical Translational Science Institute. Dr. Luquis earned his Ph.D. in Health Science from the University of Arkansas in 1996, as well as his M.S. in Health Education in 1991 and B.S. in Science in 1988 from Pennsylvania State University. His research and teaching interests focus on cultural competency, multicultural health, public health education, and health promotion. He has been recognized as a Master Certified Health Education Specialist by the National Commission for Health Education Credentialing since 2011 and co-edited the book "Cultural Competence in Health Education and Health Promotion," published by Jossey-Bass-Wiley. Dr. Luquis has numerous publications and has presented at national conferences, demonstrating his expertise in the field. He has served in leadership roles with the Society for Public Health Education and the Latino Hispanic Professional Association and is currently a co-chair of the health, human services, and safety committee for the Governor’s Advisory Commission on Latino Affairs. In 2023, he was awarded the Distinguished Fellow Award by the Society for Public Health Education.
