Biography

James Ming Chen holds the Justin Smith Morrill Chair of Law at Michigan State University College of Law and has a quarter-century experience in legal practice, focusing on regulated industries, economics, and regulatory policy. A prolific scholar and leader in the legal academy, Chen served as the dean of the University of Louisville School of Law from 2007 to 2012. In November 2012, he was recognized by National Jurist magazine as one of the 25 influential people in legal education. His work spans various topics including administrative law, agricultural law, constitutional law, economic regulation, environmental law, industrial policy, legislation, and natural resources law. He co-authored the book 'Disasters Law: Katrina' (Aspen Publishers, 2006), which provides comprehensive coverage of the legal issues surrounding natural disasters, and his path-breaking book is titled 'Disaster Law and Policy.' Professor Chen is an elected member of the American Law Institute and has served as a public member of the Administrative Conference of the United States since 2010.
