William B. Barker is the Distinguished Professor of Law and Polisher Family Faculty Scholar at Penn State Dickinson Law. He holds a standing appointment as a visiting professor at the London School of Economics and Political Science. Professor Barker is an expert in income taxation and has made significant contributions to the study of international comparative taxation. His research has focused on areas such as business entities and tax policy. Throughout his career, he has taught tax law at prestigious institutions including Oxford University and Trinity College Dublin. He was the recipient of multiple Fulbright grants, allowing him to teach and consult in various countries such as South Africa and Latvia. Additionally, he has been involved with the University of New South Wales in Australia through an ATAX Research Fellowship. Professor Barker has served as a trial attorney in the Tax Division of the U.S. Department of Justice and was a law clerk to the Honorable Marion Bennett of the U.S. Court of Appeals, dealing with international tax cases.
