Alexandra Whittaker is a Lecturer at Columbia Law School and the Chief Trade Counsel for the Trade Subcommittee Staff of the U.S. House of Representatives. In her role, she advises and represents the House Ways and Means Committee on various trade matters, including trade agreement negotiations, implementation, enforcement, bilateral relationships with U.S. trading partners, customs law, preference programs, sanctions, trade remedies, and congressional oversight of the World Trade Organization (WTO). Before joining the Committee staff, Alexandra was an Assistant General Counsel in the Office of the U.S. Trade Representative (USTR), where she provided legal counsel and policy guidance on a wide variety of international trade matters and litigated trade remedies in agricultural disputes at the WTO. During her time at USTR, she also served as an Assistant Legal Advisor to the U.S. Mission at the WTO in Geneva, Switzerland, acting as a U.S. negotiator in WTO dispute settlement reform negotiations and representing the United States in disputes and disputes-related matters at the WTO. Previously, Alexandra worked as an environmental attorney at the U.S. Environmental Protection Agency and as counsel for a trade association. She is a graduate of Spelman College and the Howard University School of Law.
