Biography

Professor Tomkins joined the law school as the John Millar Professor of Public Law in 2003, having previously taught at St Catherine’s College, University of Oxford from 2000 to 2003, and at King’s College London from 1991 to 2000. His expertise lies in constitutional law, specifically focusing on British and comparative constitutional law. He writes extensively on British constitutional history and the historical development of constitutional ideas. His most recent book, "Law Speaking Freely," is set to be published in 2025 by Hart. He has authored six solo books and edited or co-edited seven collections on constitutional law. Among his significant contributions to British constitutional literature are "Public Law" (OUP, 2003) and "The British Government and Constitution" (CUP, 7th ed, 2011). Tomkins has also served as a legal adviser in the House of Lords and as a constitutional adviser to the Secretary of State for Scotland. He has given evidence to numerous parliamentary committees and has been involved with leading think tanks in London, Edinburgh, and Brussels. A former columnist for the Herald and contributor to several major publications, he was appointed a member of the Equality and Human Rights Commission's Scotland Committee in 2023. His political involvement includes being a member of the Smith Commission in 2014 and serving as an elected Member of the Scottish Parliament from 2016 to 2021, where he held positions such as deputy convener of the Finance and Constitution Committee and convener of the Justice Committee. Professor Tomkins has lectured in various countries including the UK, Australia, Canada, France, Germany, Israel, Italy, Malaysia, New Zealand, and the United States.
