Dr. Albert Sanchez Graells

Biography

Albert Sanchez Graells is a Professor of Economic Law at the University of Bristol, specializing in European Union economic law, competition law, public procurement, and digital regulation. His research explores the interaction between the public sector and market mechanisms, particularly in the delivery of public services such as healthcare. Albert employs a technology-economics-informed approach to his legal research, with a keen interest in the analysis of incentive systems and enforcement mechanisms established by law. His recent works include the monograph "Digital Technologies and Public Procurement: Gatekeeping Experimentation in Digital Public Governance", published by Oxford University Press in 2024, and he is the author of the leading book "Public Procurement and EU Competition Rules" (Bloomsbury-Hart, 2015). Albert has received a 2022 British Academy Mid-Career Fellowship to support his research on procurement and digital technologies. He has a strong international presence, frequently participating in conferences and engaging with policymakers. His past positions include advising organizations such as the European Court of Auditors and the World Bank. Albert also welcomes PhD supervision applications in areas related to digital regulation and EU competition law. He is a member of the Independent Patient Choice Procurement Panel for NHS England and has previously contributed to various expert groups and associations.
