Anthony Regan is a constitutional lawyer who specializes in constitutional development and conflict resolution. He has lived and worked in Papua New Guinea for 19 years, including 3 years in Bougainville, and in Uganda for 3 years. In Papua New Guinea, he held various government positions, advised on decentralization policy law, conducted research at IASER (now the PNG National Research Institute), and taught at the UPNG Law Faculty. As an adviser to the Bougainville parties during the Bougainville peace process in 1994, he played a crucial role in constitutional development in post-conflict regions. He served as a full-time constitutional adviser to the Government of Uganda from 1991 to 1994 and has been involved in peace processes in Bougainville, Sri Lanka, India’s Naga areas, the Solomon Islands, and Ogaden in Ethiopia. His extensive experience includes constitutional processes in East Timor, the Solomon Islands, and Fiji. Regan has been a staff member at ANU since 1997. His current research focuses on constitution-making processes and constitutional design related to conflict resolution, particularly concerning identity, resource control, and self-determination issues.
