Biography

Arti K. Rai is the Elvin R. Latty Distinguished Professor of Law at Duke University School of Law and co-director of the Center for Innovation Policy. She is recognized as an expert in intellectual property law, innovation policy, administrative law, and health law. Her research has garnered funding from notable organizations such as the National Institutes of Health, the National Science Foundation, Arnold Ventures, the Kauffman Foundation, the Greenwall Foundation, and the Woodrow Wilson Center. Rai's work has been published in prestigious peer-reviewed journals including Science, the New England Journal of Medicine, JAMA, the Journal of Legal Studies, Nature Biotechnology, and the Journal of Law and the Biosciences. Between March and December 2021, she served as a Senior Advisor on innovation law and policy issues at the Department of Commerce’s Office of General Counsel and regularly advises federal and state agencies on related issues. Rai has held membership in several distinguished councils, including the National Academies’ Forum on Drug Discovery, Development, and Translation, and the Polaris Advisory Council of the Government Accountability Office. She was also a member of the National Advisory Council on Human Genome Research and the Administrative Conference of the United States. Prior to her academic career, she clerked for the Northern District of California and worked as a litigator at Jenner & Block and the Department of Justice. She graduated magna cum laude from Harvard College with a degree in biochemistry and history, attended Harvard Medical School during the 1987-1988 academic year, and received her J.D. cum laude from Harvard Law School in 1991.
