Biography

Brian is an assistant professor and the director of the Master of Science in Public Policy program at the Jimmy Rosalynn Carter School of Public Policy. He also serves as co-director for the Center for Urban Research. His research examines how institutional policy design affects management processes and policy outcomes at various levels, from local to regional organizations and national governments globally. His policy research spans areas including urban housing, energy, environment, and public finance. Brian has consulted and worked with various international and U.S. organizations, including the United Nations and the International Finance Corporation. His work has been featured in prominent media and cited in the U.S. President's 2024 Economic Report. He holds a Ph.D. in Public Policy Management from the University of Southern California and has a Master of Science in Foreign Service from Georgetown University. He earned a Bachelor of Arts in Political Science and International Studies from Yonsei University. Additionally, Brian will take a leave of absence during the 2025-2026 academic year to serve as a Global Science Technology Policy Fellow at the Korea Advanced Institute of Science and Technology.
