Biography

Carmel Shachar is an Assistant Clinical Professor at Harvard Law School, where she serves as the Faculty Director of the Health Law Policy Clinic. With a focus on health policy law, particularly regarding regulation and access to care for vulnerable individuals, she explores the intersection of telehealth and public health ethics. Her scholarly work has been published in prominent health law journals such as the New England Journal of Medicine and JAMA, and she has contributed to several books on medical device regulation and ethical considerations in consumer genetics. Her practical experience includes working at Ropes & Gray, LLP and clerking for Hon. Jacques L. Wiener of the Fifth Circuit Court of Appeals. Shachar holds a JD from Harvard Law School and an MPH from the Harvard T.H. Chan School of Public Health, along with a background in Bioethics from Wellesley College.
