Biography

Caroline Baylon has a background in foresight, cybersecurity, and artificial intelligence (AI), as well as international affairs. She runs the All-Party Parliamentary Group on Future Generations in the UK Parliament, which focuses on promoting greater long-term thinking in policymaking. Caroline is part of a joint project with the Ukrainian Parliament on scenario planning. Additionally, she serves as a consultant for the United Nations Development Programme and is an expert in innovation foresight for Interpol, where she facilitates courses through the Oxford Scenarios Programme. Previously, she was the Security Research Innovation Lead at AXA, where she led a team dedicated to addressing emerging cybersecurity risks associated with AI and identifying promising innovations. As a former cybersecurity lead at Chatham House, her research focused on cybersecurity threats to critical infrastructures like nuclear power plants and satellites. Caroline has also served as an expert for the European Union Agency for Cybersecurity’s Ad-hoc Working Group on AI Cybersecurity and provided expertise to the French government regarding cybersecurity and cybercrime in West Africa. She has conducted research with the UK Foreign, Commonwealth and Development Office regarding the proliferation of cyber weapons. Additionally, she was a vice president at the Center for Strategic Decision Research, where her work involved issues related to the war in Afghanistan and peacebuilding efforts. Her earlier career includes positions at NATO focusing on political-military decision making during NATO enlargement negotiations and as a research assistant at Stanford’s Center for International Security Cooperation, dealing with nuclear disarmament topics.
