Biography

Cecilia Luini is a Postdoctoral Researcher at Università della Svizzera italiana. She holds a PhD in Economics from Università della Svizzera italiana and an MSc in Health Economics from Erasmus University Rotterdam. Her experience spans academia, the pharmaceutical industry, and the public sector. Previously, she worked as a Market Access Health Economics Consultant in Basel, developing strategies to improve access to innovative health technologies. Her doctoral research focused on the analysis of innovation in health service delivery, with particular attention to the needs of emerging patient clusters of frail individuals. In 2024, she served as a Scientific Collaborator in the Department of Public Health in Canton Ticino, specializing in data collection and analysis of home care services. Currently, she is contributing to the development of a system dynamics model designed to support decision-making for the EU’s health emergency preparedness response strategy. She is a member of the Swiss Learning Health System, a federal network fostering dialogue among research, policy, and practice in the Swiss health system. Her competence areas include Applied Health Economics, Frailty Management, Health Economics, Healthcare Management, and Healthcare Policy.
