Biography

Charles “Chip” Becker is an attorney at Kline & Specter, P.C., where he represents plaintiffs in personal injury matters and oversees the firm's post-trial appellate practice. In December 2022, he was appointed by Governor Wolf to serve as a member of the Pennsylvania Court of Judicial Discipline. Becker serves as a member of the Supreme Court of Pennsylvania’s Commission on Judicial Independence and has previously been involved with the Supreme Court’s Tricentennial Commission and the Appellate Courts Procedural Rules Committee. He teaches as an adjunct faculty member at the University of Pennsylvania Carey Law School, focusing on state constitutional law, and he previously taught appellate advocacy. Becker is a Fellow of the American Academy of Appellate Lawyers, has served as the past president of the Circuit Bar Association, and was the past chair of the Appellate Courts Committee of the Philadelphia Bar Association. He is also a current board member of the Philadelphia Trial Lawyers Association. Becker graduated from Williams College and earned his law degree from Yale Law School. He has also served as a law clerk for Judge Sandra Lynch on the U.S. Court of Appeals for the First Circuit.
