Professor Rouillard is interested in political-administrative reforms of the Canadian state (federal and Quebec levels), particularly through the study of the implementation of management frameworks, structuring laws, and other managerial innovations. His research aims to establish links between internal and external dimensions of governance, namely the modernization of public management and the relationships between the state and stakeholders. His research activities are based on the premise that any administrative reform affects state capacity and autonomy, and that the study of the former is enriched by being combined with the latter. His current research focuses on public-private partnerships (PPPs) and the modernization of public management, with a particular emphasis on the issues they raise for democratic governance. Recently, he has started to focus on university governance in Canada, specifically in Ontario and Quebec. He is the author of several books (monographs and collective works), numerous book chapters, and several articles in scientific journals, including Organization Studies and Canadian Public Administration. He held the Canada Research Chair in Governance and Public Management (2004-2009) and occasionally advises public, community, and union organizations at the Quebec and federal Canadian levels. He was president of the Association of Professors of the University of Ottawa (2011-2015) and has served on various academic committees and governance boards.
