Biography

Colleen M. Flood began a five-year term as Dean of the Faculty of Law at Queen's University on July 1, 2023. She is recognized as one of Canada’s leading scholars in health law and policy, serving as a prominent leader, author, and commentator. Flood has significantly impacted policies in health services and care delivery, both in Canada and globally. A thought leader in her field, she has served as an honorary member of the College of Family Physicians of Canada and holds prestigious fellowships, including being a Canada Research Chair and a fellow of the Royal Society of Canada and the Canadian Academy of Health Sciences. Before her role at Queen's Law, Flood was a professor at the University of Ottawa, where she also served as the Research Chair in Health Law and Policy and was the founding director of the Centre for Health Law, Policy, and Ethics. Under her leadership, the Centre became the largest of its kind in Canada, fostering collaboration across various disciplines including law, policy, and health sciences. Flood has received numerous accolades, including being named the Justice Emmett Hall Laureate in 2022, and has actively participated in various task forces addressing significant health and policy issues.
