Biography

Dr. Howard holds a Master of Criminal Justice from New Mexico State University and a Ph.D. from the University of Delaware. His research has focused on policy research analysis, law, forensic anthropology, and criminal investigation. At the University of Delaware, Dr. Howard concentrated on criminology theory and theories of social inequality, emphasizing neighborhood effects in his doctoral dissertation which examined Delaware's drug court program. Previously at New Mexico State, he evaluated the drug court program while working for the Center for Drug and Alcohol Studies in Delaware, contributing to state and federally-funded programs aimed at intervention and college drinking behavior, as well as suicide prevention awareness. Dr. Howard has also served as an adjunct professor at the University of Delaware, Temple University, and other local institutions, and worked at Westat, a research organization in Washington, D.C.
