Dr. Daniel Shields

Biography

Daniel Shields is a retired U.S. Ambassador and currently serves as a Lecturer at Penn Carey Law. He has extensive experience in diplomacy in the Indo-Pacific region. Between 2015 and 2018, he served as the Diplomatic Advisor to the Commandant of the U.S. Army War College, where he educated future strategic leaders on integrating diplomatic, informational, military, and economic instruments of power to achieve national security objectives. During a response request from the U.S. Department of State, he acted as the Chargé d’Affaires at the U.S. Mission to ASEAN in Jakarta in 2017, facilitating U.S. participation in ASEAN-related summits. His term as U.S. Ambassador to Brunei from 2011 to 2014 involved handling sensitive issues related to the South China Sea. Earlier, he served as the Chargé d’Affaires at the U.S. Mission in Singapore, supporting the President's participation in APEC meetings. His career also includes significant roles in Japan and China and fluency in Japanese and Chinese. He holds a Master's degree from the National War College of the National Defense University and a Bachelor's degree from Georgetown University's School of Foreign Service.
