Biography

David Brown's research and teaching interests focus on public sector governance, administrative reform (including the impact of Indigenous governance renewal), information governance, and comparative public administration. He has had a long career in the Canadian federal public service, working in various capacities including Chief Official Languages Commissioner, Department of External Affairs, Privy Council Office, Treasury Board Secretariat, and Canada Revenue Agency. Additionally, Brown has experience in foreign service with a posting to Canberra, Australia, and an exchange assignment with the British Cabinet Office. His management responsibilities included serving as Assistant Secretary for Employment Equity, where he contributed to human resources policy development, and as Executive Director of Information and Communications Security Policy at the Treasury Board Secretariat. He led a task force that established a new human resources management regime for the Canada Revenue Agency, facilitating its transition to a separate employer within the core public service. Brown has also worked as a research manager for the Public Policy Forum, a prominent Ottawa-based think tank, and completed his PhD in political science at Carleton University, focusing on the role of Chief Information Officers in the Government of Canada. He has held a SSHRC post-doctoral fellowship at the University of Ottawa, studying CIO roles in Canadian provinces and territories. In addition, Brown has been actively involved in international committees related to public administration, serving as President of IPAC's international counterpart, the International Institute of Administrative Sciences, based in Brussels.
