Dr. David Williams

Biography

David C. Williams is a lecturer at Penn Carey Law, where he specializes in law related to personal injury and whistleblower claims. He serves as a partner at the law firm Kline & Specter, P.C., representing individuals who have been catastrophically injured and pursuing claims under state and federal False Claims Acts as well as federal whistleblower programs. David's extensive legal experience includes serving as co-counsel in personal injury whistleblower cases, achieving multi-million dollar settlements and verdicts. Recognized for his legal prowess, he was named a Pennsylvania Super Lawyer – Rising Star from 2013 to 2020. David graduated from the University of Pennsylvania Carey Law School, where he held leadership positions as president of his class and vice president of the Black Law Students Association. His professional journey includes internships at the Civil Division of the United States Department of Justice and correspondence with a prominent international law firm in Washington, D.C. Prior to his legal career, David earned an undergraduate degree in international relations from the United States Military Academy at West Point and served in significant military roles in Iraq, Bosnia, and Germany, for which he received the Army Commendation Medal for meritorious service. He also engages in community service, guiding candidates through the West Point admissions process as a Congressional District Coordinator and has held various positions, including past president of the Barristers’ Association of Philadelphia and board member of the African American Museum in Philadelphia.
