Biography

Debra L.W. Cohn is a lecturer at Columbia Law School with extensive expertise as an attorney in legal, policy, and management across nonprofit, public, and private sectors. Cohn currently chairs the Health Law Committee and co-chairs the Artificial Intelligence in Health Care Subcommittee of the Presidential Task Force on Artificial Intelligence and Digital Technologies at the New York City Bar Association. She has held distinguished positions including law clerk for U.S. Supreme Court Justice Thurgood Marshall and Judge James L. Oakes of the U.S. Court of Appeals for the Second Circuit. Cohn served as a Special Counsel for Health Care Fraud at the U.S. Department of Justice and was a Deputy Attorney General for New York’s Criminal Division, overseeing the Medicaid Fraud Control Unit. Earlier in her career, she was an Assistant United States Attorney for the Eastern District of Pennsylvania, focusing on affirmative civil enforcement. She has led investigations and litigation related to healthcare fraud violations involving various entities including physicians and hospitals. Cohn has also worked as General Counsel and Chief Compliance Officer for the Met Council, a nonprofit organization in New York providing social services and affordable housing.
