Dr. Debra Horner

Biography

Debra Horner received her Ph.D. in Political Science from the University of Michigan and currently serves as a Lecturer in the Department of Political Science. She also holds a position as a Senior Program Manager at the Gerald R. Ford School of Public Policy, specifically within the Center Local, State, Urban Policy (CLOSUP). Her primary research interests include understanding the fiscal health of local governments and the processes of decision-making within these entities. Her dissertation focused on conceptualizing political interest and analyzing how individuals engage in political processes. Her academic fields of study encompass American Government, Politics, Political Psychology, and Qualitative Research Methods.
