Biography

Deuel Ross is a Lecturer in Law at the University of Pennsylvania Carey Law School and Deputy Director of Litigation at the NAACP Legal Defense Educational Fund, Inc. (LDF). He supervises LDF’s efforts to ensure equal access to educational opportunities in the political process for Black people and people of color. Deuel has led successful trial teams and has argued landmark cases in front of the United States Supreme Court, including Allen v. Milligan, which blocked Alabama's discriminatory congressional map and upheld the constitutionality of Section 2 of the Voting Rights Act. He has worked on key litigation to temporarily ease absentee voting restrictions and has been involved in school desegregation cases across the country, including negotiating multi-year settlements in Connecticut. An experienced advocate, Deuel has testified before Congress and appeared on various television programs. He has written op-eds and law review articles that discuss civil rights issues. Before joining LDF, he held positions at Fried, Frank, Harris, Shriver & Jacobson LLP, and served as a law clerk to the Honorable Roger L. Gregory on the U.S. Court of Appeals for the Fourth Circuit. Deuel is a graduate of the University of Pennsylvania Law School and the University of Southern California.
