Dr. Ellen Rock

Biography

Ellen Rock is an Associate Professor in the Faculty of Law & Justice at the University of New South Wales. She is a member of the Gilbert + Tobin Centre of Public Law. Her primary research interests revolve around government accountability and liability, where she investigates both legal and non-legal mechanisms used to control government power. Her research delves into themes of government corruption, public trust, and accountability structures. Ellen has a strong focus on the application of administrative and private law, exploring how private litigation can serve as a tool for ensuring government accountability. She authored a monograph titled 'Measuring Accountability in Public Governance Regimes' published by Cambridge University Press in 2020, which provides a framework for studying accountability 'gaps' and 'overloads' within governmental administrations. Ellen's current research projects aim to uncover effective methods to enforce and enhance government accountability. Before her academic career, she worked as a practicing litigator specializing in administrative law and government liability at Corrs Chambers Westgarth. Additionally, she serves as an independent legal adviser to the NSW Legislative Council Regulation Committee, where she assists the Committee in scrutinizing delegated legislation.
