Dr. Emma Harden Wolfson

Biography

Emma Harden-Wolfson is an international comparative higher education policy specialist with regional specializations in Central Asia, Canada, Europe, and Latin America. Over the past decades, she has worked in higher education research, teaching, policy analysis, consultancy, and university administration across four continents. Emma is currently an Assistant Professor at McGill University, involved in various research projects focused on equity in higher education. Her research is grounded in a commitment to understanding and shaping higher education policy through critical, comparative, equity-focused perspectives. She examines the policy processes and the lived experiences of individuals leading changes in educational policy, particularly in contexts affected by historical barriers and contemporary challenges. Prior to joining McGill in 2023, she served as Head of Research Foresight at UNESCO's International Institute for Higher Education in Latin America and the Caribbean, where she led research on important topics such as digital transformations, artificial intelligence, and student mobility. Emma holds a PhD in Higher Education from the University of Toronto and has published extensively on issues related to higher education policy in various international contexts.
