Biography

Enrique R. Silva is the Vice President of Programs at the Lincoln Institute of Land Policy, where he leads the strategic development and oversight of the Institute’s programs. His work involves coordinating annual planning and budgeting processes, as well as overseeing multiple initiatives aimed at expanding the Institute's global presence and impact. Silva has a specific focus on land policy and urbanization in Latin America, collaborating on projects that explore land-based fiscal instruments and urban governance. He also teaches courses in land policy and urban governance at Harvard University’s Graduate School of Design. Silva has previously served as an Assistant Professor at Boston University, coordinating graduate programs in city planning and urban affairs. He holds a Ph.D. in City and Regional Planning from the University of California, Berkeley, an M.S. in Planning from the University of Toronto, and a B.A. in Political Science from Columbia University.
