Biography

Principal Founder of Pracademic Solutions, Felix combines a decade of experience in public sector and academic knowledge to provide clients with a unique skill set to help navigate construction, environmental health, and public health permitting policy processes. Previously, he was the Chief Building Inspections Director for Code Development at the Commonwealth of Massachusetts’ Department of Public Safety, where he oversaw the development, enforcement, and interpretation of the Massachusetts State Building Code. Felix has held various positions, including a voting member on the Board of Building Regulations and Standards and served on several councils and boards. His leadership has assisted the Commonwealth of Massachusetts in retaining a top ranking in energy efficiency as per the American Council for an Energy-Efficient Economy. He has shaped cooperative relationships between the Department of Public Safety and the Massachusetts Department of Fire Services after decades of public disagreements. Starting in 2024, he will serve as an Associate Editor in the Community Development Section for the T&F Journal: Urban, Planning and Transport Research. His previous roles include public health and building safety positions in towns such as Framingham, Cohasset, and Sherborn. Currently, he serves as Academic Chair of the American Academy of Sanitarians and was a Technical Advisor for Land Use Planning and Design with the National Environmental Health Association, in addition to being a peer reviewer for the Journal of Environmental Health.
