Florin Coman-Kund is an Assistant Professor of European Union Law at the Erasmus School of Law, Erasmus University Rotterdam. He has conducted extensive research on the international constitutional legal aspects of the European Union’s external administrative actions and the actors involved in policy areas such as police cooperation and EU external border management. His current research focuses on multilevel and multi-actor regulatory and expertise-based decision-making processes in the context of the rule of law, specifically regarding the shared enforcement of EU law in migration policy, cross-border crime, and financial banking supervision, along with aviation safety. Moreover, he is increasingly pursuing legal research that integrates empirical methods, case study research, and insights from political science and public administration. Florin is an associate researcher with the Academic Research Network on Agencification in EU Executive Governance and also holds affiliations with the Maastricht Centre for European Law. He regularly lectures on topics related to EU law and public law for undergraduate and advanced students from various countries including the Netherlands, Belgium, and Romania. Florin completed his LL.M. in 'International and European Law' at the University of Amsterdam and obtained his PhD with a dissertation that focused on the European Union Agencies as Global Actors, specifically a legal study of the European Aviation Safety Agency, Frontex, and Europol. His work on this dissertation was published by Routledge in 2018.
