Biography

Professor Lafond holds a master’s degree in philosophy from Université Laval (1990) and began his career with the Department of External Affairs in 1991. He worked at the Canadian Embassy in Caracas (1993–1995), the Office of the Canadian Executive Director at the Inter-American Development Bank (2000–2004), the Canadian Embassy in Brasilia (2004–2009), and the Canadian Consulate General in Monterrey, Mexico, as Consul General (2009–2013). From 2013 to 2016, he served as Director, Emergency Operations and Planning, and in this capacity was the senior coordinator for Global Affairs Canada’s operational crisis response. Professor Lafond was also a member of the Canadian Armed Forces (1979–1991), where he attained the rank of Major (Infantry). In 2017–2018, he was the coordinator of Centre sur la sécurité internationale (CSI, Centre on International Security).
