Dr. Gangadhar Shukla

Biography

Gangadhar P. Shukla is a Professor of Practice Emeritus at the Sanford School of Public Policy, affiliated with the Duke Center for International Development. He holds a Ph.D. in Political Economics and Government from Harvard University, earned in 1993, and has extensive teaching experience at Harvard's Kennedy School of Government, where he directed the Program Tax Analysis Revenue Forecasting. Over two decades, he held various executive positions across local, state, and central government in India, showcasing significant practical expertise in local government finance, public sector management, and urban development. His scholarly contributions include numerous publications on tax policy and governance in emerging economies, reflecting his focus on public policy's role in economic analysis and development. Shukla's research includes notable studies on oil and gas governance in Nigeria, fiscal regimes in the mining sector in Armenia, and the revenue implications of tax policy changes in Vietnam. Throughout his career, he has provided technical assistance in many countries across Africa, Asia, and Latin America, contributing to projects on economic strategy and tax policy evaluation.
