Dr. Giselle Bosse

Biography

Giselle Bosse is a Full Professor holding a personal chair in EU External Democracy Support and Jean Monnet Chair in EU Foreign Policy at Maastricht University's Faculty of Arts and Social Sciences. As a fellow at the European Democracy Hub in Brussels, her research focuses on EU relations with Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine, highlighting the EU's democracy support initiatives under the European Neighbourhood Policy (ENP) and the Eastern Partnership (EaP). She addresses EU enlargement and the integration pathways of Ukraine, Moldova, and Georgia, analyzing the role of functioning democratic institutions and the rule of law in accession countries. Her work broadly examines the ethical dimensions of the EU's foreign policy and recent publications elaborate on the EU's normative and rights-based justifications in response to Russia's invasion of Ukraine. Bosse has received substantial research grants, including a VENI Grant from the Netherlands Organisation for Scientific Research (NWO), and currently leads work packages for significant EU Horizon projects. She has published extensively in international journals and books and frequently presents her research at prominent think tanks across Europe. Additionally, she serves as an expert commentator in media and contributes to various EU institutions. Her academic qualifications include an MA from the College of Europe and a PhD from Aberystwyth University.
