Biography

Göktuğ Morçöl is a professor of Public Policy Administration at Penn State Harrisburg, where he also serves as the Professor-in-Charge of the Doctor of Philosophy program in Public Administration and the Certificate Program in Policy Analysis and Evaluation. He earned his Ph.D. in Public Administration and Policy from Virginia Tech and holds master's and bachelor's degrees in Political Science/Public Administration and Sociology, respectively, from the Middle East Technical University in Ankara, Turkey. Throughout his career, he has authored, edited, or co-edited numerous influential books, including 'Challenges of Democratic Governance in Developing Countries' and 'Complexity Theory and Public Policy.' His research has appeared in a variety of prestigious journals such as Public Administration Review and International Journal of Public Administration. Morçöl has also contributed significantly to the academic community as the former chair of the Section on Complexity and Network Studies within the American Society for Public Administration, and he was the editor-in-chief of the journal 'Complexity, Governance & Networks' until January 2020.
