Graeme is a Professor of Economics, Deputy Head of the College of Social Sciences, and Assistant Vice Principal at the University of Glasgow, currently serving as the interim Head of the Adam Smith Business School. He is the Chair of the Scottish Fiscal Commission, Scotland’s official independent economic fiscal forecaster. Prior to joining Glasgow in March 2021, he was the Director of the Fraser Allander Institute at the University of Strathclyde and served as a Senior Civil Servant in the Scottish Government, where he headed the Minister’s Policy Unit. His research focuses on economic policy and devolution, and he is a regular commentator on the Scottish economy, contributing a column to the Herald newspaper. Roy has served as an independent adviser to the Scottish Parliament’s Economy, Jobs and Fair Work Committee and is a member of the UK Government’s Scottish Business Taskforce and the Scottish Government’s National Economic Transformation Council. He has chaired an independent evaluation committee for Public Health Scotland to monitor the Economic Impact of Minimum Unit Pricing and is the Lead Editor of the Economics Observatory. In 2024, he was awarded the Adam Smith Prize by the Royal Society of Edinburgh for his substantial contribution to public policy and public life in Scotland.
