Dr. Graham Glenday

Biography

Graham Glenday is a Professor Practice Emeritus at the Sanford School of Public Policy at Duke University, where he also serves as Co-Director of the International Taxation Program. He has extensive experience in international public finance, managing numerous programs in over 30 countries mainly in Africa, Asia, and Turkey. His academic background includes a Ph.D. from Harvard University and he has been involved in various substantial tax policy reform efforts including the successful Tax Modernization Program in Kenya. He has published extensively in the fields of public investment management, taxation, and fiscal policy. Prior to his role at Duke, Glenday was the Director of the Public Finance Group at the Kennedy School of Government at Harvard University, where he dedicated much of his career towards advising on tax policies and public financial management. Glenday is a Rhodes Scholar with a noteworthy academic journey that includes degrees from prominent institutions such as the University of Oxford and the University of Cape Town. He is known for his contributions to the literature on public investment management and has collaborated with various international organizations including the World Bank in his research and consultancy roles.
