Biography

Harvey Rishikof is a visiting professor at the Carnegie Mellon Institute Strategy & Technology based in Washington, DC. He teaches courses on law and political institutions. Rishikof has served as the Director of Policy Cyber Security Research and has held a visiting research professorship at the University of Maryland, College Park. His extensive involvement in legal-policy projects has included sponsorship from MITRE and FFRDC, the Carnegie Foundation, and the Center for Strategic and International Studies. He has directed the Military Commissions Convening Authority for the Department of Defense and has been a senior co-chair for the ABA National Task Force on Cybersecurity Law. Rishikof's academic career includes positions as dean and professor of law at the National Defense University and the National War College, where he has chaired the department of national security strategy. He specializes in national security law, international law, media, civil liberties, civilian/military relations, and the U.S. Constitution. With a background that includes time in both the private sector and public service, he is a lifetime member of the Council on Foreign Relations and the American Law Institute, and he currently serves on the Board of Visitors for the National Intelligence University.
