Heather Howard is a Professor of Practice at Princeton University’s School of Public and International Affairs. She co-directs the Global Health Program and is an affiliate of the Center for Health & Wellbeing. Howard teaches courses on the implementation of the Affordable Care Act, state and local health policy, public health politics, social determinants of health, and global health policy. She is the director of the State Health Value Strategies program, which is funded by the Robert Wood Johnson Foundation and aims to assist states in transforming healthcare systems to be more affordable, equitable, and innovative. Previously, Howard served as New Jersey’s Commissioner of Health and Senior Services from 2008 to 2010, where she oversaw a cabinet-level agency with a budget of $3.5 billion and a staff of 1,700, responsible for public health services and health care institution regulations. She has significant federal experience, having worked for Senator Jon Corzine, the White House Domestic Policy Council, and as a senior policy advisor for Hillary Clinton. Howard holds a B.A. from Duke University and a J.D. from NYU School of Law, and currently resides in Princeton, NJ with her husband and son.
