Biography

Howell E. Jackson is the James S. Reid, Jr., Professor at Harvard Law School. His research interests encompass financial regulation, consumer financial protection, securities regulation, and federal budget policy. Over his distinguished career, Professor Jackson has served as a consultant to the United States Treasury Department, the United Nations Development Program, the World Bank, and the International Monetary Fund. He has also advised government agencies and congressional committees on issues related to financial regulation and has been a Senior Adviser to the National Economic Council from 2023 to 2024. In 2005, he became a trustee of the College Retirement Equities Fund (CREF) and served as a director of Commonwealth, a non-profit dedicated to enhancing financial opportunities for low and moderate-income consumers. He has co-authored several notable books, including 'Financial Regulation: Law and Policy' and 'Analytical Methods for Lawyers,' and has written numerous scholarly articles. In addition, he served as a co-editor for 'Fiscal Challenges: An Interdisciplinary Approach to Budget Policy' published by Cambridge University Press. Following his graduation from Harvard University with a J.D. and an M.B.A. in 1982, he began his legal career as a law clerk for Associate Justice Thurgood Marshall. He joined the Harvard Law School faculty in 1989.
