Biography

Irwin Turbitt is the director of Kafka Brigade, an organization that works to create ‘public value’ for people struggling with intractable complex social problems using adaptive leadership practices. He is also an associate at the Centre for Innovation in Health Management at Leeds University Business School, and a research fellow at Harvard University’s Kennedy School of Government. Irwin previously served as a senior officer with the Police Service of Northern Ireland, where he worked in the Police Crime Standards Directorate (PCSD) under the UK Home Office. He retired as assistant chief constable in June 2006 after completing a secondment at PCSD. Before September 2001, Irwin was seconded to the Home Office National Police Training College in Bramshill, Hampshire, as the Head of the Performance Development Unit. His role at PCSD involved leading national projects and initiatives aimed at reducing violent crime and alcohol misuse while addressing public disorder. A founding member of the Glencree Sustainable Peace Programme, Irwin has been actively involved in fostering peaceful relationships and leadership among opposing groups. He holds a degree in Public Sector Administration from the University of Ulster, a postgraduate Diploma in Risk and Security Management from Leicester University, and a Master’s in Public Administration from Warwick Business School.
