Biography

Dr. James Blanchard is an epidemiologist and public health specialist focusing on global health. His research explores the characteristics of individuals and large communities that contribute to the distribution of communicable and non-communicable diseases both locally and globally. With over twenty-five years of leadership in public health programs, he has directed efforts to improve the design and implementation of large initiatives addressing sexually transmitted infections, HIV/AIDS, and maternal, neonatal, and child health, particularly in South Asia and Africa. Dr. Blanchard holds a Doctor of Philosophy in Epidemiology and a Master of Public Health from Johns Hopkins University. He has served as the Manitoba’s Provincial Epidemiologist and is currently the Executive Director of the University of Manitoba’s Institute of Global Public Health. As a Tier 1 Canada Research Chair in Epidemiology and Global Public Health, he emphasizes collaboration with policymakers and health leaders to enhance the effectiveness and efficiency of public health programs, especially those benefiting disadvantaged populations. His initiative, 'program science', aims to strengthen the scientific basis of public health efforts by uniting global leaders from academia and public health.
