Biography

James Bushnell is a Professor in the Department of Economics at the University of California, Davis, and a Research Associate at the National Bureau of Economic Research. He earned his Ph.D. in Industrial Engineering Operations Research from the University of California, Berkeley, in 1993, and also holds an M.S. in Operations Research from Berkeley and a B.S. in Industrial Engineering from the University of Wisconsin, Madison. Prior to joining UC Davis, Professor Bushnell served as the Research Director at the University of California Energy Institute in Berkeley for 15 years and held the Cargill Chair in Energy Economics at Iowa State University. His research interests include energy environmental economics, industrial organization, regulation, and energy policy. He has been actively involved in energy and environmental policy since 2002 as a member of the Market Surveillance Committee for the California Independent System Operator and has provided advice to the California Air Resources Board on emissions trading and climate policies. Professor Bushnell has published several significant works on electricity pricing, agricultural prices, electric vehicle energy use, and policy choice in emission market design.
