Biography

Jamie P. Horsley is a Senior Fellow at the Paul Tsai China Center, Yale Law School. His research focuses on issues in administrative law, governance, and regulatory reform, with a particular emphasis on promoting government transparency, public participation, and accountability. Before joining Yale, he was a partner at the international law firm Paul, Weiss, Rifkind, Wharton & Garrison, and held positions such as Commercial Attaché at the U.S. Embassies in Beijing and Manila, and Vice President at Motorola International, Inc. He has also consulted for the Carter Center’s China Village Elections Project. Jamie holds a B.A. from Stanford University, an M.A. in Chinese Studies from the University of Michigan, a J.D. from Harvard Law School, and a Diploma in Chinese Law from the University of East Asia. He was a Fellow at the Woodrow Wilson International Center for Scholars during the 2015-16 academic year.
