Biography

Jasper Sluijs is an Associate Professor at Utrecht University School of Law, specializing in competition law and regulation. His research primarily focuses on the role of state-owned enterprises, the impact of state ownership on sustainability challenges, and how this ownership can contribute to emission reductions and energy transition. He investigates the effects of state ownership on market distortions and the rule of law. Dr. Sluijs co-directs the research cluster on Public Interest Ecosystems and actively participates in the IOS platform on Markets, Corporations, and Open Societies. His work is empirically driven and inter-disciplinary, engaging with economists and governance scholars. Additionally, Dr. Sluijs co-directs the LLM Law & Economics program and teaches courses on EU competition law. He is also involved in legal design education and has received multiple grants for educational innovation from the Utrecht Incentive Fund. Before returning to academia in 2018, Dr. Sluijs practiced law for five years, consulting on EU competition law and sector-specific regulation in markets such as healthcare, railways, and telecommunications. He earned his PhD with distinction from Tilburg Law School and has held positions as a Fulbright scholar at Georgia Institute of Technology and the University of Pennsylvania. In 2023, he was a visiting scholar at the Faculty of Law of the National University of Singapore.
