Biography

Jay Zarnikau is a Senior Lecturer at the University of Texas at Austin, specializing in applied statistics, research methods, and energy economics. He teaches graduate-level courses in Economics and Statistics & Data Science, and is affiliated with the LBJ School of Public Affairs. Jay has an extensive background, having previously served as the Director of Electric Utility Regulation at the Public Utility Commission of Texas and as president of Frontier Associates LLC, which was acquired by the Gas Technology Institute in 2018. His scholarly contributions include over 120 articles published in various academic and trade journals, such as IEEE Transactions on Power Systems, Energy Economics, and the Journal of Regulatory Economics. His research interests are centered around energy pricing, electricity resource planning, renewable energy, and market design, utilizing advanced modeling techniques in resource economics. Furthermore, Jay has provided expert witness testimony in 45 regulatory proceedings across several states including Texas, California, and Pennsylvania. He holds a PhD in Economics from the University of Texas at Austin.
