Biography

Jeffrey Howard is a philosopher at University College London, serving as a Professor of Political Philosophy and Public Policy and as the founding Director of the Digital Speech Lab. He co-edits a journal on Political Philosophy and is appointed to the Online Information Advisory Committee of the UK Office of Communications (Ofcom), where he advises on challenges related to misinformation stemming from the Online Safety Act. His published works address issues related to freedom of expression, counter-extremism, AI ethics, democratic citizenship, policing, and criminal punishment, featured in various academic journals including philosophy, political science, and law, as well as the Stanford Encyclopedia of Philosophy. His forthcoming book, "Setting Fire to Reason: Ethics of Free Speech," is set to be published by Princeton University Press and focuses on governance of public discourse in the era of generative AI. He is a UKRI Future Leader Fellow and a BBC/AHRC New Generation Thinker, recognized with several awards including the British Academy Rising Star and the Berger Memorial Prize from the American Philosophical Association. Previously, he held visiting affiliate positions at New York University Abu Dhabi, University of Southern California, and the Australian National University, and was a senior research associate at the Institute for Ethics in Artificial Intelligence. As a committed teacher, he currently instructs ethics in political philosophy to civil servants in the UK government, engaging them with the ethical dilemmas they face in policy-making. He has received the department’s Prize for Outstanding Faculty Teaching twice, and won the Guardian’s Award for Student Experience in a previous role at the University of Essex.
