Biography

Jennifer Winter is a Professor in the Department of Economics and the School of Public Policy at the University of Calgary, and she serves as a Departmental Science Advisor at Environment and Climate Change Canada. Her research focuses on evaluating climate policies, examining the effects of government regulation, and analyzing the policy implications of energy development, along with associated trade-offs. Winter's current projects explore the costs of carbon pricing on households in Canada, comparing provincial emission-reduction policies, and the federalism of climate policy. She has testified before the Senate of Canada and the House of Commons about emissions pricing policies and has provided advice to various governments across Canada. Winter is actively engaged in enhancing public understanding of energy and environmental policy issues. Her recognition includes the 2014 Young Women in Energy Award and being named one of Alberta Oil Magazine’s Top 35 Under 35 in 2016 and Avenue magazine’s Calgary Top 40 in 2017. In 2019, she received the Clean16 award and was recognized among Canada’s Clean50.
