Biography

Jess Velona has over 20 years of experience as a senior attorney in the enforcement division of the United States Securities and Exchange Commission (SEC). He has also spent a decade as a commercial litigator at prominent law firms, including Schulte Roth & Zabel and Paul Weiss, Rifkind, Wharton & Garrison. In addition to his regulatory work, Velona is committed to pro bono matters and has been involved in federal class action reform, particularly focusing on New York City's child welfare system. He had the honor of clerking for Ruth Bader Ginsburg, who was a judge on the U.S. Circuit Court of Appeals for the District of Columbia prior to her appointment as a Supreme Court justice. Velona is a co-author of the article “Clearing Broker Liability Responsibilities,” which was published in the book Broker-Dealer Regulation by the Practising Law Institute in 2004, and has authored or co-authored several articles discussing the workings of the U.S. Courts of Appeals.
