Jim joined the School of Law in 1979 after qualifying as a solicitor. He completed his undergraduate law degree at Glasgow and an LLM at the University of California at Berkeley. He was the Head of the School of Law from 1996 to 2000 and has taught at universities in Mainz, Freiburg, Hamburg, Paris Ouest, and Aarhus. He also served as a trainee professor at the Directorate of Human Rights at the Council of Europe in France. Jim is a regular participant in the Council of Europe seminar programmes and has engaged in activities across Central and Eastern European states, developing a particular interest in non-judicial human rights enforcement mechanisms. In March 2012, he was awarded the Pro Merito medal by the Council of Europe, the highest distinction granted by the Secretary General to individuals or organizations in recognition of their commitment to the Council Europe's values. In June 2018, he received a CBE for his services to education and human rights.
