Biography

Jocelyn Stacey is an Associate Professor at the Peter Allard School of Law, University of British Columbia. Her research investigates the legal frameworks governing environmental crises, focusing on how law can create, regulate, and prevent such events. Her work particularly addresses environmental assessment law, disaster law, climate change, and the legal implications of emergency powers. Professor Stacey is the author of 'Constitutional Environmental Emergency', published by Hart Publishing in 2018, which explores the necessity for legal protections against catastrophic environmental harm. She holds a Killam Accelerator Research Fellowship, which supports her research on disaster law. With a focus on the impacts of climate-amplified natural disasters, Professor Stacey develops frameworks for understanding the legal obligations of actors during such crises. She is a member of the UBC Disaster Resilience Research Network, engaging on legal issues related to disasters, emergency powers, and Indigenous jurisdiction. Additionally, she is the President of the Pacific Centre for Environmental Law and Litigation, a non-profit organization that trains law students and lawyers in public interest environmental litigation. Her teaching responsibilities at UBC include courses in Environmental Law, Administrative Law, and Aboriginal Treaty Rights.
