Dr. John Creamer

Biography

John Creamer is a Professor of Practice at Penn State School of International Affairs, bringing extensive policy and operational experience as a senior U.S. diplomat. Throughout his career, he has worked on security, law enforcement, migration, commercial governance, and political human rights issues primarily in the Western Hemisphere. He has served as a Foreign Service Officer in numerous roles at the U.S. Department of State from 1986 to 2023. Notably, he acted as Vice Chancellor and Assistant Professor at the College of International Security Affairs at the National Defense University, where he taught courses on national security strategy, statecraft, and irregular warfare. From 2018 to 2021, he served as chargé d'affaires and Deputy Chief of Mission at the U.S. Embassy in Mexico City, with previous foreign tours in Nicaragua, South Africa, Haiti, Argentina, Colombia, and Bolivia. At the Department of State, he also served as the civilian deputy commander and senior foreign policy advisor at U.S. Southern Command (SouthCom) in Miami, where he coordinated security policy with ambassadors in the field and directed the Command's strategic communications, public affairs, and human rights offices.
