Biography

John M. Samuels is a Visiting Lecturer at Yale Law School, specializing in U.S. International Taxation. He has a significant career in tax policy and compliance, having served as Vice President and Senior Counsel for Tax Policy Planning at General Electric for 30 years, where he was responsible for the company's global tax policy and planning operations. Samuels has chaired the Global Tax Blackstone and has held positions including Chairman of the Alliance for Competitive Taxation and Chairman of the International Tax Policy Forum. Before joining GE, he was a partner at the law firm Dewey, Ballantine, and served in the U.S. Department of Treasury as Deputy Tax Legislative Counsel and Tax Legislative Counsel under Presidents Jimmy Carter and Ronald Reagan. He is a Fellow of the American College of Tax Counsel and a Trustee of the American Tax Policy Institute, recognized for his contributions to tax policy with the Tax Foundation’s Distinguished Service Award. Samuels holds a B.A. from Vanderbilt University, a J.D. from the University of Chicago Law School, and an LL.M. from New York Law School.
