Biography

Jon Binder is the Executive Director of the Model Climate Laws Initiative and a Non-Resident Senior Fellow at the Sabin Center for Climate Change Law. His work focuses on enhancing the legal capacity for climate action at state and local government levels across the country. The Model Climate Laws Initiative aims to advance state-level climate policy by providing draft legislation, legal analysis, and implementation support. In the face of legal challenges from fossil fuel interests and federal government actions, Jon advocates for the importance of additional state-level measures to maintain the climate progress achieved by various states. Before his current role, he served as the Deputy Commissioner for Climate Change at the New York State Department of Environmental Conservation (NYSDEC), where he oversaw significant initiatives under the State’s Climate Leadership and Community Protection Act, addressing air pollution and climate regulations. Jon has a distinguished academic background, holding a B.S. from Cornell University and a J.D. from Tulane University Law School, where he graduated magna cum laude and was awarded the Order of the Coif, in addition to serving as an editor for the Tulane Law Review.
